Black Amethyst Glass Bowl/Dish,3 footed with Silver Overlay Gorgeous - Rockwell?

This is so pretty when held up to the light or Sun
...It is definitely Black Amethyst Glass but I am no expert and couldn't find the exact dish on the Internet to confirm who made it. The Silver overlay pattern looks like that of the Rockwell Silver Company...It also has Silver on the 3 feet. Please view all photos..they serve as part of the description.
Measurements: It is a Bowl/Dish,3 footed approximately 6 1/4" wide and 2 1/2 " tall.
Condition: It is in wonderful Pre-Owned and Loved condition. It has 1 scratch on the inside of the bottom and a few other tiny niks I think from the process...No chips or cracks...
